But they are not the same legally: a window with Florida Statewide Product Approval (HVHZ) can be legally installed in Brevard, Miami-Dade, Broward, or any HVHZ zone in Florida, while a Miami-Dade NOA on its own is a local approval valid only in Miami-Dade. Don't be misled by marketing that frames Miami-Dade NOA as a superior certification — the testing is the same, but the statewide approval is the one with broader reach.
